You do not need to pay money to make an account. It is free to make an account. With an account you can make editor pages to store information, keep track of your work, etc. Sorry, I meant COVID pages about cruise ships were locked because of editors spamming non WP:RS sources and rumours like at COVID-19 pandemic on cruise ships. There is a list of ships there that mostly have their pages locked. You could ask there to have an admin remove the protection for this page. You're more likely to get a response from an admin there.
