Provide a reliable media source which verifies this, or it can't go in the article. The purpose of Wikipedia is to summarize media coverage of our article subjects, not to replicate their own campaign brochures — so if you can't provide a media source which properly demonstrates that at least one media outlet covered him being given the award, then it's not something that we're under any obligation to mention. @EncyclopediaUpdaticus: I have translated a second reference given to me by the original poster of this thread User:Ceechisu. The reference is at: http://www.ssmexpert.md/_ld/50/5062_212-215_12_10_2.pdf and is written in Moldovan. I have (carefully) used the Romanian machine translator of Google Translate to translate the relevant content into English.
From decree 692 of that PDF file:

Pentru contribuţie substanţială la dezvoltarea şi aprofundarea relaţiilor de prietenie şi colaborare moldo-canadiene, asistenţa şi protecţia consulară acordată cetăţenilor moldoveni, domnului Corneliu CHIŞU, deputat în Parlamentul Canadei, ex-consul onorific al Republicii Moldova în Canada, i se conferă medalia „Meritul Civic”.

To:

For his substantial contribution to the development and deepening of Moldovan-Canadian friendship and cooperation, assistance and consular protection granted to Moldovan citizens, Mr. Corneliu Chisu, Member of Parliament of Canada, former honorary consul of the Republic of Moldova, is conferred the Civic Merit Medal.

It can be inferred that Chisu was awarded the Civic Merit Medal for diplomatic services. Hope this helps. I hope Ceechisu would reply to this and confirm the translation, though they might place their message at the top of the page or on one of our talk pages instead of here where my message is.

Corneliu Chisu refuses to give up. "I want to use my skills at their maximum potential," insists the 40-year-old electrical engineer from Romania.

The Association of Professional Engineers of Ontario, the licensing body, doesn't recognize foreign diplomas. So Chisu enrolled at the University of Toronto for a master's degree in engineering. He worked as an analyst at the Italian Trade Commission by day, and went to school at night.

In November, 1988, he received his master's degree, but when he applied for a licence, he was turned down, he says, because he didn't have a bachelor's degree from Canada.

"It was necessary to protest with very heavy documentation," he says. "I made a very strong case." Eventually, he was allowed to apply to take the licensing exam.

(According to the association, an applicant for the licensing exam without a Canadian bachelor's degree must take technical examinations or convince a committee in an oral exam of knowledge equivalent to a bachelor's degree.)

He then requested an iron ring, a symbol for Canadian engineers. He was refused, he says, because he hadn't taken ethics and law courses, which are given on an undergraduate level.

"It's a very small thing, but it's a question of pride and of being a Canadian," says Chisu, who has become a citizen. He can re- apply after he's passed his licensing exam.

For five years - even before he got his Canadian degree - he's looked for jobs in his specialty, electrical engineering, but has received only negative answers. He thinks people are afraid he's a spy.

"I can not change my birthplace," says Chisu. "You're considered a second-class citizen because you're born in Eastern Europe."

Chisu, however, remains hopeful. "I want to be integrated in the Canadian way of life," he says. "I will persevere."

This reference says that Chisu took a licencing exam but does not actually say that he was certified as a PEng. Another article I found {Retired major brings know-how, experience to role in Parliament, The Globe and Mail (1936-Current); Nov 1, 2012; ProQuest Historical Newspapers: The Globe and Mail, pg. OPEA2} shows Chisu with a P.Eng. designation after his name and goes on to say that he served as vice-president of the Professional Engineers Ontario.
