I copyedited this document. While it does use a kind of shorthand that is a bit difficult for the uninitiated in highway-making lingo (at least I think that's the field it would be in) to understand, it is not actually poorly written. I fixed the one major error, and the rest is debatably well-written, not counting the lack of sources, of course, which is a completely different problem.
