- Good job, there is obviously a bit more work to be done for future editors, but this is quite well done. I believe it is of a C-class rating as it currently sits. Keep up the good work, and I hope more editors expand this article in the future.Kayz911 (talk) 16:53, 23 April 2012 (UTC)

editThis article needs more specific references. At least one reference may be a fiction. The specific NC statute or web site of the NC Council of Governments should be used. Links should not be put in section headings. Perhaps, a table should be used instead. It is not a C class article. Start class at best.
