De-emphasizes combat
editI don't think the author knows what direct confrontation means since whether one unit attacks another from front or flank the two units are in direct confrontation.
I am acquainted with many cover using games and apart from a few dedicated sneak and stealth games, which use cover very differently to most games, none of them de-emphasise combat, the cover only exists to reduce damage or heal. The section is unsubstantiated and the only reference in it is about two sentences long one of which says "so there's [sic] a lot of point rewards for getting out and getting in the faces of your enemy" which is the opposite of de-emphasizing combat.
