Translation from original Spanish article

I am adding to the translation from the Spanish article. To start I am going to translate the introduction and the sections labled general and the second lost decade. I am trying to make the translated version of this article more faithful to the original Spanish version. I found one source in Spanish to help add validity to some of the datapoints but there is still citations needed for this translation. Anything that could be added would be appreciated.
