Disambiguate with Dream FM 107.6 London pirate radio station (1994-1997)

I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in Wikipedia articles constitutes fair use. Putting new information.
editIt was in a YouTube comment that i gather new vital information about DWET-FM.
Kool 106 was still used even Dream FM branding was finally announced on April 2004 and by July 31 2004, Kool 106 made it's final broadcast and after that they went on a name "ABC Radio on 106.7" during it's transition from August until September 2004 before it was finally branded as Dream FM.
I have to be honest... are all of these info were true? Shisui32 (talk) 00:25, 13 May 2017 (UTC)
