I think somewhere on this page it should list, or at least mention, which countries were involved in the conference. In the introduction, it mentions "the Soviet Union and its allied states of Eastern Europe in which the latter held a majority". The first section mentions "Germany ... could not be represented" and that "Austria would attend as a consultant only". The second section mentions "America came to the table with a full delegation" and references "some of the satellite Eastern European delegates". The third section mentions "seven Danubian nations" and "Britain, France, the U.S., and Austria".

Maybe it's just me, but this all seems very confusing. As best I can decipher, the nations attending (in one manner or another) were: Austria, Bulgaria, Czechoslovakia, France, Great Britain, the USA, the USSR, Romania, Hungary, and Yugoslavia. However, that's more than the "seven Danubian nations" mentioned in the article.

According to the PDF in the External Links, it appears the 7 nations are "The Union of Soviet Socialist Republics, the People’s Republic of Bulgaria, the Hungarian Republic, the People’s Republic of Romania, the Ukrainian Soviet Socialist Republic, the Republic of Czechoslovakia and the Federal People’s Republic of Yugoslavia".
