This appears to be a relatively notable subject of a state-wide anti-smoking campaign, although the article does not give sufficient context. A Google search reveals that "STAND" was a group funded by the Ohio Tobacco Prevention initiative, funded by that state's share of the Tobacco Litigation funds. However, as the group went defunct in 2007 (owing to Ohio's redirection of its funds toward job-creation activities), there is little information remaining about its activities.
