28 U.S. Code § 3002 - Definitions (15) “United States” means— (A) a Federal corporation; (B) an agency, department, commission, board, or other entity of the United States; or (C) an instrumentality of the United States.

4 U.S. Code § 72 All offices attached to the seat of government shall be exercised in the District of Columbia, and not elsewhere, except as otherwise expressly provided by law. (July 30, 1947, ch. 389, 61 Stat. 643).

A county is a sub-division of a larger organization, a state. A state is a voluntary franchise sub-division attached to the seat of Government, the United States Incorporated.

There are 50 states in the United States of America, established by the Articles of Confederation, March 1,1781.

The United States of America is not the same thing as the United States.

There are 57 states, also called Departments, and entities, etc in the United States Incorporated, These are the voluntary franchise sub-divisions, subsidiary corporations (body corporate and politic), attached to the seat of Government in the District of Columbia, along with Puerto Rico, the Virgin Islands, Guam, American Samoa, the Northern Mariana Islands, the Trust Territory of the Pacific Islands, and any other territory or possession of the United States Inc.

Each constitutional state, is a foreign nation, non domestic, without the United States.

• The difference between those other terms and department is that there are a number of competing meanings that arguably prevent the administrative division from being the primary topic. It may very well be the most significant of them, but a primary topic requires that discrepancy to be clear and overwhelming -- between government cabinet departments, business departments, the maybe-OR essay we have at Departmentalization and other terms I am not sure that this is the case. At the least, we'll need some sort of argument or evidence of it.--Yaksar (let's chat) 16:59, 17 February 2022 (UTC)
• Oppose. That this is the primary topic is far from "clear". The nominator argues there's a precedent that names for administrative divisions are always primary, but there are many counterexamples, such as State, Circuit, Riding, Parish, etc. Colin M (talk) 17:49, 17 February 2022 (UTC)
