There reads: 711 metres (2,333 ft) it would be the tallest residential building in the world and the 4th tallest building in the world when completed.
The linked List of tallest buildings has two entries over 700 m: Burj Khalifa (828 m), and Jeddah Tower which is planned to be 1000 metres high and to be completed about 2021. So, what is the third building which is taller than Dubai One Tower? At a guess, the text could be referring to Sky City in Changsha and the Dubai Creek Tower. Neither of them seem likely to ever be completed, though. Dubai One Tower seems like it's dead in the water as well. The thing about Megatall skyscrapers is that it's much easier to announce them than to complete them, so there will always be some confusion when talking about future Megatalls.
