Possible self-contradiction

The project was a failure. It was rejected because the country was not ready for democracy and if the city was actually built, the constitution would be used only in the city but not nationwide.
This suggests that the city was never actually built. However, the Creation section appears to contradict this by talking about the city like it actually existed and people actually participated.
