I have to disagree. The exercise being conducted is mandated by Congress. The official objectives do not seem to support the above statement or at least does not seem to be a NPOV intepretation of the link. If this is in fact NPOV, please provide reference articles to substantiate otherwise this intepretation of the FEMA link also seems to be against the spirit of NOR. Thanks!
