This article severely overstates the role of Gebre Waddell and may be highly misleading. First, the inception of the Act was Gov. Lastly, most of the edits and the photo provided by user DMWare to this article highlight Weddell's role, and the bulk of this user's other edits across Wikipedia are also about Gebre Waddell; therefore, it appears this may be a promotional Wiki article.
