editI think the "Finances: EBMUD Revenue Model" header is unnecessary. It would be better if you keep all of that information under the "Finances" header. Also, the section "2015 EBMUD Drought Update" could be called "Effects of 2015 Drought". That would fit more with the style of Wikipedia. That link you added could be changed to a reference with an inline citation.

I think that the heather about the 2015 drought would fit better if its focuses on the general approach that EDMUD has towards draught. Now it just focuses on a really small part of this and sounds a little bit like a news update. That has the risk that it will look outdated next year which is not really the Wikipedia style.
