Seems this is the same Edmond Holmes who was Chief Inspector of Schools, who wrote the 1911 book or books The Tragedy of Education/What is and what Might Be. Also The Holy Heretics, on the Cathars. "More research needed". Collecting up some references here:

"What Is and What Might Be" (3rd impression, 1911) lists Edmund Holmes as author of "The Creed of Christ," "The Creed of Buddha," "The Silence of Love," "The Triumph of Love," etc.
"In Defence of What Might Be" (first ed, 1914) states also "by the same author ... The Tragedy of Education..."
