Apparently you're right: according to Lexicon der Wehrmacht, there are two German generals named "Eugen Ott": a Generalmajor (this one) who served as a military attache to Japan, but never received the Knight's Cross [1] (the photo should be moved from this Eugen Ott to this one). The latter was a General der Infanterie[2]. In conclusion, the articles shouldn't be merged.
