Chossudovsky does appear to have a definite bias against Bush and the executive order, but his speculative analysis is firmly based in the language of the order. And none of his speculation appears in the body of the wikipedia article. It seems to me that it would be fair to include a more supportive analysis in the external links section as well, as long as the article itself maintains NPOV.
