Negative powers of two?

- David Wagner et al. found that 2−33 of the keys are weak
- Here 2−29 of keys are weak and can be broken using 236 chosen ciphertexts.
If these are meant to represent fractions, isn't there a clearer way to represent this? i.e., 1 in every 233.
