edit[1] Addition of this sizable amount of information by an expert is valued, but as Wikipedia is an encyclopedia, the text should be restructured so that it is easily understandable to a layman and conforms to the Wikipedia accessibility guideline, before it can be reincorporated into the article. Especially consider sectioning and wikilinking of the text. Also, and although the term is US-only, US-centric bias should be avoided. The article can not make assumptions about the reader's cultural or geographical background. Whether federal government here refers to the US fed. gov., the German fed. gov. or any fed. gov. in general should be defined in the very first few sentences of the generally concise and summarizing lead, establishing the subject's notability.
