Abstract vs. Permutation groups

The article says:

One of his first notable contributions was the proof of the Sylow theorems for abstract groups. Earlier proofs had been for permutation groups.

What does this mean, exactly? By Cayley's theorem (well-known long before Frobenius) all groups can be understood as permutation groups.
