This article appears to only deal with one aspect of the FCA of 1944 and its neutrality may be suspect. Please provide more information on the complete FCA and consider revising verbiage to improve neutrality. Don'tKnowItAtAll (talk) 14:09, 11 March 2008 (UTC)Reply
