Four Quarters?

The phrase "Four Quarters" is used twice in this article. Is this correct? The only other online sources using the phrase seem to be derived from this Wikipedia article. Is it a translation of the French "quartiers" (neighbourhoods) or just an error? The French article uses "Quatre Communes" consistently. 2.27.164.6 (talk) 10:15, 16 April 2017 (UTC)Reply
