I think that quote actually shows a working understanding of socialism (which isn't, wasn't, and will never be exclusively a French issue), and if you notice the grammar, its structured in a more Latin style than English; it's rather uncomfortable, and reads like a straight translation, with no edit - in other words, it might have been written by a French person.
