That he was an executive producer for some cartoon series is doubtless, but what about the other info? Did he create any comics? [Toonopedia doubts it.
Not only for Foofur though: all info on the Snorks (supposedly created in 1974 by Monnickendam) seems to me to come from one source and has been copied countless times. However, no 1974 comic has ever been shown (AFAIK), and all info I can find gives the origin of the Snorks as 1982, by Nic Broca (who would go on to make a few [[Spirou et Fantasio comics). See e.g. Bédétheque, a fairly trustworthy comics site. Why would an author make a comic for a series that is not his own, two years before it is turned into a cartoon, and eight years after it is supposedly created?
Google can find only one page from Belgium that matches Monnickendam and Snorkels (the Dutch name for Snorks), the same page for Snorks Monnickendam, and none for Snorky Monnickendam (Snorky or Snorkies is the French name).
What else is in this article: professional colleague of Peyo? If he hasn't created any comic (and I'm quite convinced that he hasn't), then he isn't a colleague. I have ,o idea how extensively he worked on the Smurfs, but Peyo did a bit more: he created them. The article as it stanbds gives the impression that their effort, their role, was comparable...
If no one has good references to the contrary, I would change the article to just the first line:
