Does this article belong in the "American military personnel" category? While Kagan taught at West Point for some years, I'm not aware that he was ever an active duty member of the military.

Here are two scholarly sources describing F. Kagan as a neocon in no uncertain terms.

1. In Empires Without Imperialism: Anglo-American Decline and the Politics of Deflection. AmazonJeanne Morefiel, Associate Professor of Politics, Whitman College, published by Oxford University Press in 2014 that describes Frederick and Robert Kagan as

   "well-known neoconservative activists"

2. In The Culture of Immodesty in American Life and Politics: The Modest Republic (2013)[1] edited by professors Michael P. Federici, Richard M Gambl, and Mark T Mitchell, Claes G. Ryn states

Really, I can't think of a legitimate reason to mention here that Victoria Nuland is Frederick Kagan's sister-in-law; anyone that interested in his family tree could check up on his brother's entry.
