The "to" at the end of "Tokyo-to" means "metropolitan", so it is correct. If you want to go by what is at that link, then it will be "Saiseikai Central Hospital" only, without "Tokyo" or "Metropolitan" on the front. I think your lack of English understanding is interfering here. I never said that "東京都済生会中央病院" meant "Metropolitan". I said the "to" on the end of "Tokyo-to" meant "Metropolitan". I don't understand why you are so adamant about not having "Tokyo Metropolitan" on the beginning of the hospital name, but I really don't care.
