Changing the name to General Planning Commission (France)

I have changed the name of this article from "Plan Commission" to "General Planning Commission (France)" to indicate the country of the agency (France). Also, the translation from the French name of the agency is closer to "General Planning Commission", so would likely be better understood by an English language reader.

I have also added new information and sources, so I believe this article has graduated beyond the "stub" stage. Therefore, I will remove the banner indicating it is a stub.
