This article is completely wrong.

General jurisdiction means a court can hear any case unless the law says otherwise. Limited jurisdiction means a court can hear no case unless the law says it can.

State courts are typically general jurisdiction. All federal courts are limited jurisdiction. They have only the subject matter jurisdiction that the Constitution and Congress says they do.
