The appended (hyphenated) date range is not how articles on Wikipedia are ordinarily titled. Georg Albrecht, Mayor of Rothenburg ob der Tauber is a red link, so the date range could just be omitted, but "Mayor of Rothenburg ob der Tauber" is an elected position, not a title of nobility.
