I would normally {{db-bio}} such an article, however his OBE status and other suffixes are indicative that he is indeed a person of note; however the question is whether this article does him justice as such? Wikification and clarification

I could find very little information about this article's subject online. The text seems to be taken largely from the biography offered on the Cayman Islands website; I did my best to wikify and clarify it (removal of the heading, spelling-out of unclear abbreviations, adding explanatory terms) but could find no way to expand it.
