– There are quite a number of people with this name, but the New Zealand cyclist is the clear WP:PRIMARYTOPIC as shown by page views over the last 18 months. Schwede 66 10:13, 11 July 2017 (UTC)Reply

Oppose There are dozens of other biographies with the same name, so I don't think he is the primary topic. The page views are probably spiked due to the Olympics and Tour de France.
