Mechanism?

How does a grounding strap work? The article does not say. My guess would be that it's a very high value resistor, but I'm no expert. In fact, I came to wikipedia to find out. (The "statico" brand ground strap I got at Fry's electronics shows no conductivity at all on the vinyl strap and I was wondering if it was a fake since it only cost a couple bucks.)
