The reason the rate of infection is so low in Japan is because of the well-known fact that the Japanese are less likely to mix with foreigners who carry the infection from countries with more severe infection rates. Blacks also carry a disproportionate amount of aids infections world-wide, and the Japanese are even more wary of blacks than any other type of foreigner.
