Coverage of an architect sometimes appears in a property's nomination form (the documentation used to nominate it for the National Register), but this is rare and generally only done for a building that is significant because of who designed; it won't be the case with someone who's otherwise quite obscure. For this reason, simply designing one or more buildings on the National Register isn't relevant; we have to look for ways the person passes our general inclusion criteria, with coverage in independent secondary reliable sources. Historic New England looks like a significant enough history organisation that its publications will be deemed reliable; this article provides extensive coverage, and if we can find anything else with substantial coverage of this architect, we can assume notability. I think we have enough coverage in the "Building of Beauport" article (look at it at http://www.jstor.org/stable/1594262 if you have JSTOR access) to say that this guy has enough substantial coverage for notability.
