editMr. Harvey Slocum who was chief engineer for construction project of Bhakra Nangal dam, India , was not a structural engineer. He had ITI course completed.
While at Bhakra Dam, he was famous for his unique style of management. Once a labourer (working on concrete system) saved a potential huge loss by quick fixing automated bucket closure system , Slocum promoted him to Foreman in one go, once learnt. He got his food delivered from USA everyday, during initial years. He signatures were all Capital letters (SLOCUM). Education wise he was not much qualified, but has excellent technical skills and without whom Bhakra Dam could not become a reality.
