Black workers lived outside
editThe article says that part of the program was to have workers sleep in screened quarters to avoid Malaria, and that anyone infected was quarantined. And then at the end it says that the Black workers lived outside the main areas in unscreened accomodation. Which is it? I suspect the former with some Woke additions at the end.
