It's a bit on the dodgy side in my opinion. I can see you've tried to rewrite it, but in my mind it's still looks like plagiarism of the QARANC website. It would help a lot if there were additional sources to refer to. I'm not particularly up to speed with how much something needs to be changed so that it is no longer a copy violation, so I'll leave it up to the admin who closes the speedy delete as to their opinion.
