The description of Henryk Witek's achievement is misleading. I looked on this paper and it was published in prestigious Science journal mainly due to the quality of the experimental work. The quantum chemical calculations by Henryk Witek (quite standard) were important for analysis but does not have "important implications on the understanding of fundamental processes", the experimental work probably does.
By looking on his scientific record I would say he is on good way to became a full professor and become wiki person in the future. I do not know what are the rules of English wikipedia, but he is not wiki person according to the standards of Polish wikipedia. If being associate professor is enough in English wikipedia to be included than OK, otherwise his scientific achievements does not qualify him to be in wiki, yet. Based on a Google search (school website), it seems this academic is full professor (probably has been for a few years now).
