The problem with this version of the lead sentence is not which standard variety is put first - or at least it shouldn't be to those who consider themselves competent enough to contribute to a worldwide encyclopaedia. The problem is that the sentence implies that the name "Herzegovina-Neretva Canton" is not official (which in turn begs the question as to why the article bears that title). Alternatively (depending on how the sentence is interpreted), the problem lies in redundancy, since the phrase Herzegovina-Neretva Canton is repeated completely unnecessarily.

Herzegovina-Neretva Canton, officially Herzegovina-Neretva County-Canton (...) and Herzegovina-Neretva Canton (...)...

Furthermore, in English language, this unit is known neither as Hercegovačko-neretvanska županija-kanton nor as Hercegovačko-neretvanski kanton. It is known as Herzegovina-Neretva Canton, which is why the article is titled Herzegovina-Neretva Canton. The lead sentence should give the official names in parentheses, but it should not attempt to invent new translations for something that has already been translated. Županija is not a constitutional category in any of the official languages. Furthermore the Constitutional Court of the Federation of the Bosnia and Herzegovina reaffirm this in its decision following the appeal of the then Prime Minister Edhem Bičakčić (dated 07-07-1998, Case No. U-7/98).
