Current scope of project: no freeway

Perhaps the intro should be updated, without losing the project history and its references. For example one of them (https://dpw.sbcounty.gov/transportation/high-desert-corridor/) shows that San Bernadino County withdrew in 2022 and the old HDC JPA would be replaced with a new one. I want to be careful about not treading into WP:OR-territory, but I am pretty certain at this point that some sources such as the City of Lancaster website are outdated, and for the intro we may only want to keep those for the current scope of the project – HSR only.
