Would you consider narrowing the focus of the article? Possibly just addressing the United States and maybe limiting the timeframe you are working to cover. This is a big topic that will need a lot of collaboration in order to capture the most important information from each time period and to expand and capture the significant and voluminous work since 1990. This article contains a lot of references to important texts that helped shape the field, but seems to compromise discussion on the progression of the field.
