What happened before 1889?

The article does not discuss local government before 1889. My inexpert summary is:

Is this accurate? Can someone with more expertise in this area please expand the article. Some of this is covered in other articles, including History of Wales and History of local government in England, and links to other articles would help.

Is it accurate to say "Between the Statute of Rhuddlan (1284) and the Local Government Act 1888, local government in Wales operated in a similar way to local government in England"? I would prefer for this article to be expanded to cover this period in Wales, but a link to the corresponding English article would be better than nothing.
