- Yes. While the 2nd Division was under British operational (but not administrative) command, Kippenberger had the right to refuse any order and consult with the New Zealand government. He exercised this on a number of occasions. The King of New Zealand was also the King of England (he was the Emperor only in India), the two roles were constitutionally distinct. The post of Commander in Chief was exercised by the Governor General, not the King.
