This article could really use some meta-information on the project. Who proposed it? Was it ever actually planned, or only proposed? Who was involved in the development of the logistical plan? Was there conflict over the presented plan? Why was the proposal shelved and/or the plan canceled? When? How does this project fit into the overall story of NASA's proposals and activities involving manned space flight? Elriana (talk) 22:19, 19 December 2016 (UTC)
