Unpaid Wikipedia volunteer editor access to IEEE Xplore?

How is an unpaid volunteer editor of Wikipedia supposed to obtain access to online Xplore documents, for adding citations in Wikipedia articles?
As a rural technology hobbyist working alone, it's a little ridiculous for me to have to pay $30 an article just to look through it to see if it can be used to cite a technical topic for the encyclopedia. I don't really intend to use the content for anything except for possible cite generation.
If anything, IEEE should consider paying ME to cite their articles, since my citations may lead to other more serious technical professionals reading Wikipedia deciding to buy Xplore access based on my citations.
If I am forced to buy PDFs at $30 a pop (very expensive for a non-rich Wikipedia hobbyist -- even $5 for an article is way too much) just to skim through them looking for citations, can I request a refund if the article has nothing useful to cite?
Adding secondary source citations
editHi @Piotrus: I just added in a few secondary source citations to try to save this article from deletion. The sources are library science trade publications, which are about the only place where scholarly databases are reviewed.
