Title

The original with lyrics was by German 1950s band Die Travelers under the title, "Ich war der Putzer vom Kaiser" ("I was the Kaiser's bathman", with an h! with the singer pretending he used to bath and serve the emperor): [1]. I suspect the above comment may be a deliberate hoax - but, for the avoidance of any doubt, the German version by Die Travellers was released in 1969, two years after the original instrumental version - [2], [3]. A reliable source informs me that the tune is actually Yank Yankovic's Pennsylvania Polka - 1942.
