Obvious solution: I think the obvious solution would actually be to do what the HO already does with the EEA national or other EU countries do, namely issue the residence card as such and only ask for the passport as a means of validating the identity.

It is correct that HO advertises a premium rate number, but a geographical substitute is available.


2006 Regulations

My understanding is that the information on this page is incorrect.

As I understand it, the 2004 directives are law and the 2006 regulations are the UK's interpretation of that law. Where an inconsistency exists between the 2, the 2004 directives take precedence.
