This article has very little content currently. Furthermore, these kinds of proposals happen all the time, but the mere introduction of a bill doesn't say much. For example, there isn't really any need for both this article and Industrial Hemp Farming Act of 2009, as I doubt a whole lot changed between 2005 and 2009. I could imagine an article like United States industrial hemp policy or some such, or could imagine just being satisfied with the section at Hemp but I don't see much reason for this article as a self-standing one.
