There is some indication that Indzhe is a real person, but I don't believe that this article should consist of fairy tails about him. I think a better solution would be to make an article for Indzhe Voivoda (also redirect from Indzhe Voyvoda) about the city, add a section about the person it is named after, and perhaps include some of the legend.
